PU Scopes – Dialing-In To The Last Inch (Centimeter) ???

Been spending a lot of time “getting to know” my PU Snipers this year. With select ammo I’m able to get dialed in to fairly tight groups at 100yds but how do you fine tune that last inch or so to the bull w/o known click graduations on the dials?
Maybe not relevant but I’ve taken others’ advice and stopped shooting groups from a weighted sled, rather, via rest and rear bag. Then I put the rifle into the heavy sled, get the center post on the bull and dial the turrets as close to the points of impact as possible. I loosen the turrets and spin the drums to center windage and elevation “1” lock em down and try again. Per the pic below I’ve gotten as close as I can to getting the group on center but between trying to keep the rifle absolutely still and spinning the stiff, smooth dials w/o clicks I can’t seem the get dialed into that last inch or so. We hear of the Russian snipers and vintage Match shooters making phenomenal hits several hundred meters/yards out. While being off an inch or so, almost zero’d at 100, is negligible for a meaningful kill shot at 100-200 but as we know going out several hundred amplifies that variance greatly.
So how would the Russians, back in the day, or modern day precision “vintage” shooters dial these in to absolute zero. How to get that last inch or so on bull?
