I just got a M28 Finnish Civil Guard. It has the triangle T for Tikka and the SY for civil guard. However it's missing that round mark where the Russian Imperial Eagle would have been ground off. It's just blank there like it was never marked.

The rear sight is labeled in arshins on one side and meters on the other but the arshins aren't crossed out.

Also, that extra step for 200 meters wasn't cut into the rear sight either.

Were 1891 receivers ever made without the imperial eagle or soviet sickle?

It's possible your receiver is from a New England Westinghouse made M91, they didn't mark the imperial crest on the receiver. Look at the underside of the receiver tang, if it isn't dated it's likely a N.E.W. receiver since they didn't date them either. Look for small stamps on the receiver that look like a letter with an arrow pointing out the side, those are N.E.W. proof marks.

I've got a M39 Sako '44 that appears has never had a mark on the hex, I don't remember the tang date. Also a MO 1930 Izhvesk that has no stamp, but it might have been milled some in the MO process.

Okay dumb question, where is the receiver tang?
What the seller told me is that it's a Tikkka build on an undated Tula receiver.

Perhaps he mistook the triangle T that means Tikka and thought it was a Tula mark?

Okay I took the stock off my M28 for the first time and found the underside of the receiver tang blank.

However there is a cryptic mark on the top of the tang that baffles me
