The Good news, it's a legit WW2 sniper.
The Bad News, its not original matching as the replacement parts where stamped matching, including the scope number for the replacement scope during refurbishment. Not a big deal as most had at least some parts replaced post war.
Now The Ugly, someone prettied up the stock by sanding and varnishing it, which really detracts from its collectability.

I thought its not an original finish, oh well, that doesnt bother me much. It looks really good and feels very nice
Why do you think the scope number on the side of the receiver was stamped during the refurbishment? Would not they electropencil the mount? Or cross the existing number first?
Because Tula didn't stamp the scope S/N on there rifles during original production, they marked the mount with the rifle S/N. The arsenal that did the Refurb on this rifle did it, something that a lot of the rifles imported with that batch had.

I know it's really early, my apologies. I'm in the process of procuring an "original" Mosin PU sniper and I had a question. The rifle is all serial numbers matching Izhevsk. The stamped serial for mount and scope appears to match the secondary serial on receiver, but it's different than the serial on rifle. The scope is also a 1942 vs 1944 for the rifle. I just wanted to see if all this checks out as original qualities.

It looks like you didn't any responses. You might have better luck creating a separate post with the questions you have about the rifle you're interested in.
