VEPR - POSP Scope Question

I just bought a RUSSIAN SCOPE POSP 6x42 D PR, VariPOSP Focus 400m Rangefinder AK Focus for my VEPR and it has what it looks like is a dial on the side that "turns" something on. I replaced the AG13 button batteries but still not happens. I was wondering what the dial turns on? Any help would be great! Thank you!

The switch turns an led on to illuminate the reticle.
