All info welcome

First...look at the price. If it's less than a few grand, it re-snipered or fake. (if it's complete)
If it's refurbished, then is better be a ex-sniper (holes plugged up).

OK thanks
Did anyone ever imported or exported a rifle to europe from the US? Here you can't find any ex snipers it seems. I have an original mount but no receiver to mount it. So if anyone has one for sale (ex-pem sniper) I'm intrested.
Thanks again

Just so we are all on the same page here.
A ex-sniper is a sniper rifle that the Russian arsenals decommissioned and welded up the scope mount holes and ground them off and placed it in a new (uncut) stock. These were thought to be done during the Mosin refurbishment process. So from the out side, you can't tell they were exsnipers on the receiver, but on the barrel shank you can. They have the same markings as a sniper does. PEM top mounts ex-snipers you can see from the outside...sometimes. But here is what a PU ex-sniper looks like from inside the receiver if you pull the bolt back.
As this is a "Preservation" forums, we don't discuss or encourage taking a ex-sniper and drilling out the original holes and turning it back into a sniper. The rifle is a standard M91/30 infantry rifle when it left the arsenals, and to take it and drill it out would not be preservation. Not allowed on the forums here. Other forums may, but they are not preservation forums and hack stuff up all the time.
You can find a ex-sniper rifle here in the US. In fact, there are quite a few of them for sale. Most of them are PU ex-snipers. But there are a few PE and PEM ex-snipers also. They will be refurbished and be in M91/30 standard configuration and should remain in that configuration.
Ex-sniper example: (PU, but PE is very close).

Not many real PEM or PE snipers exist in the world. They are very expensive and the mount and scope is really expensive. (for a real one).
Importing into the US is not hard, but you will have to use someone who knows how to do it. They are around and know all the paper work and have to hold the firearm for a short time. Then they can send it to your FFL.
Not cheap, but usually reserved for more valuable firearms.
This is naturally about Russian PE, PEM and PU snipers and not captured Russian snipers from Finland. Different story. Also very expensive and stamped SA on side and holes sometimes still in them and drilled. However, a real base, mount and scope will set you back a lot of change.

Thanks for all the information. I'm not going to drill the plugs out, keeping as is. Just nice to have an original PEM rifle even with plugs in it and the original mount with scope next to it.

Perfect.
Refurbished examples of PEM snipers are available. You just have to watch for them is all. Maybe just a little more price wise then standard M91/30's.
Go to Gunbroker and search for ex-sniper. Keep watching for a PE or PEM.

???????
I'm not a PE expert. Not even close. I need to learn more on them but, the chance of me owning a real one of those is next to zero.
I can't spot a PE scope mount screws. It looks too far back, but I might be wrong.
Maybe someone else might know.

I'm definitely no expert on sniper rifles. I have a PU and have only scratched the surface of them. Look at the rifle at the bottom of the page here.
information/sniper_9130PEM_files/index.html Unlike the PE, PEM and PU's it looks like the rear mount is in the place those screws are located. I have no idea what that rifle is but according to this sight
http://mosinnagant.net/sniper%20section ... hotos1.asp the top rifle is a "Dragoon prototype sniper of the 1920’s using Zeiss optics and a split ring arrangement."

Those are plugged holes for a receiver mounted diopter sight. Which makes it a pretty rare and valuable rifle - the NKVD "Dynamo" marksmanship/sniper organization used these. Some of these rifles that had the diopter sight will also have holes or plugged holes on the left side of the receiver for the early 2 piece Zeiss mounts or the Dynamo Zeiss-Nedinsco mount and scope setup that are the fore-runner of the PEM sidemount.
