Not totally unheard of, a few R-Guns PU's had them. It wasn't until the Molots started showing up that we saw a lot of them.

As a matter of fact 100% of Molot Tula snipers have them, prior to that they were really rare, and I have never heard of an ex-sniper Tula with a scope number.
