Someone mentioned Century. Will they ship one firearm to a FFL-03?

Yes they will, and cheaper shipping than others. But they are a little higher priced on the rifles than others so check the total price, shipped.

Do they have Big 5 stores in boston? If so i would go ask a knowledgeable gun person there to check the inventory of all the stores in the area and you may likely find what you are looking for. :D
No, we have nothing like that in my area. This state is not the best for stores like that. Local gun shops have plenty of 91/30's but I already have two.

I just bought an M44 from SOG and have been eyeing a couple M38's on GB but nothing I've wanted to bid on yet. Ordering from a distributor once they have your 03FFL info is just sooooo much easier

My strategy is one of each variety, so I'd get an 91/59 (and 91/38) as well at one point.

THat will work. The problem with that is the prices are higher but you get a nicer firearm most of the time anyways. Good luck. I hunted far and wide for the M38s. One i got at a gun show and the others i had ordered from the forgotten back rooms of sporting goods stores. I was lucky. I feel the M44s will go this way soon too. :D

The M91/59 was the first of the Mosins to become hard to find, then the M38, and now the M44 is just about there as well. Of course all the Finn Mosins except the M39 became harder to find by 1999.
