What does the "P" pertain to that comes immediately after the serial on a Chinese sks?

The letters sometimes in front of or after the serial number (these are normally a different size or font) are import codes to track when a particular batch of guns came in. they have nothing to do with the original markings.

I thought about this for about 5 seconds and came up with your answer!

The "P" stands for Pennsyvania. Imported only for residents. Whattcha think about my idea?
