I have a 91/30 that has a 1939 Ishevsk round action and barrel. The stock has the square with the slash through it that I understand that means it was a refurb. What I would like to know is it usual to have a rifle that has been refurbed to have the action and barrel from the same arsenel and from the same year? I would guess that this is the original barrel on this action.

Matching dates is normal.
“Freedom is the right to tell people what they do not want to hear.” George Orwell, English novelist, essayist, and critic, 1903-1950
Of all tyrannies, a tyranny sincerely exercised for the good of its victims may be the most oppressive. It would be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience.
C. S. Lewis

A rifle with mismatched receiver and barrel dates is not unheard of, but it's fairly uncommon.

Sounds pretty normal to me.

Neither are rare (matched or mismatched).
Maybe mismatched is "uncommon" for a Russian rifle, but not rare (maybe).
If it were a Finn, neither are "uncommon", they used everything, sometime many times over.
